Guidelines on Procedures for Promotion Interviews

The conditions or standards regulating the conduct of promotion interview/examination are set by the Commission in line with laid-down guidelines. Below are relevant issues and prevailing guidelines:

  • Maturity period: - (Ref FCSC Guidelines Section 10(v)pg. 22)
  1. Officers on Salary Grade Levels 02 – 06 - 2 years
  2. Officers on Salary Grade Levels 07-14 - 3 years
  3. Officers on Salary grade Levels 15-17 - 4 years
  • Vacancy Positions: - The various Ministries/ Extra-Ministerial Departments in submission of their briefs to the Commission regarding each candidate must indicate the number of vacancies available on the various Grade Levels.
  • Criteria: - The criteria for promotion are weighted as follows:i)     
  1. Interview Examination Score - 70%
  2. APER - 20%
  3. Seniority - 10%
  4. Minimum Score (i + ii + iii) - 60%
  5. Eligibility for promotion shall depend on meeting the minimum score of 60% and satisfying all promotion criteria, including availability of vacancy.
  • Effective Date: - Effective date of all promotion is the 1st of January, for the year of the promotion exercise;
  • Examination/Interview Questions: - Questions are divided into three (3) categories i.e.: -
  1. Two (2) Professional Questions: – deal with the Officers’ primary schedule and discipline. Each question has 15 % (i. e. 30%; for the two questions)
  2. Two (2) Civil Service Questions: – deal with general knowledge of the  Public Service Rules and Regulations. Each question carries 121/2 %  (i.e. 25%; for the two questions).
  3. One (1) General/Current Affairs Question: – deals with current affairs. The question carries 10%. Overall Score is therefore 65%
  • Eligibility for Interview: - All Officers are eligible for interview except: -
  1. Those having disciplinary cases pending against them,
  2. those not matured, i.e. those who have not spent the required number of years on their present grade level;
  3. those whose appointments/transfer of service have not been regularized;
  4. those whose appointments have not been confirmed;
  5. those who have not passed the prescribed examinations, e. g. Administrative Officers on Salary Grade Level 08 are compulsorily required to sit for and pass the Civil Service examination without which they cannot be promoted to the next grade level; and Professionals are required to register with their professional   bodies, e.g. COREN and ARCON as stipulated in the Schemes of Service, without which they are not eligible for promotion.
